Tourism Terms and Conditions

You must read, understand, and agree to follow all of the terms and conditions before purchasing or using campground and lodge permits and/or entering the Havasupai Indian Reservation.

Sovereign Immunity and Jurisdiction

The Havasupai Tribe (the “Tribe”) is a federally recognized Indian tribe with sovereign immunity. Nothing in these Terms and Conditions or any other action or document related to tourism permits or bookings waives the Havasupai Tribe’s sovereign immunity. The Tribe grants limited permission to individuals for tourism purposes to enter its land, the Havasupai Reservation and any other land owned by the Tribe. The individual is a visitor and has no rights other than those allowed and recognized by the Tribe. Visitors enter the Havasupai Reservation and purchase permits voluntarily.

The Tribe has its own rules, regulations, policies, customs, laws, and way of life. Any violation may result in immediate termination of all permits for everyone included on all related bookings, and may also result in additional consequences, including but not limited to fines, exclusion from the Havasupai Reservation, seizure of property, and criminal and civil prosecution. Refunds will not be given in the event of a violation. Entrance upon tribal lands constitutes consent to the civil jurisdiction of the Havasupai Tribe and agreement to follow these terms and conditions and all other tribal rules and regulations. The Havasupai Tribal Court is the court with sole and exclusive jurisdiction over any matters and claims arising from or related to tourism, bookings, and permits.

The Tribe may close all or part of its Reservation and other lands at any time for any reason. If a closure of any kind results, the Tribe is not responsible for any expenses related to a booking, including but not limited to permit costs, transportation costs, clothing, equipment, medical expenses, hotel reservations, and other incidental costs.

Release of Liability, Waiver of Claims, Assumptions of Risk, and Indemnity

As a condition of being allowed to enter the Havasupai Reservation, completing a booking, and/or purchasing or using a permit, everyone agrees to be bound by the Release of Liability, Waiver of Claims, Assumptions of Risk, and Indemnity Agreement.

Valid Permits Required

Everyone entering the Havasupai Reservation for tourism purposes must have a valid permit purchased prior to arrival through the Havasupai Tribe’s official tourism booking system. Using third party, resold, or transferred permits is strictly prohibited and not valid. DO NOT ENTER THE HAVASUPAI RESERVATION WITHOUT A VALID PERMIT. Entrance without a valid permit constitutes trespass.

A campground permit allows one tourist to camp anywhere in an approved designated area. Tourists can choose to stay at the Lodge instead of at the campground by booking a lodge room. A lodge room includes up to four permits. No more than 4 individuals are allowed in each lodge room. Each permit is for 3-nights, 4 days with a specific arrival date and a specific departure date. Failure to depart by or on the departure date is trespass.

Tourists with campground permits must leave the campground no later than 11:00am (AZ time) on the final day of their permit period. Tourists with lodge permits must leave the lodge no later than 11:00am (AZ time) on the final day of their permit period. Any stay beyond the announced time periods is considered trespass.

No more than 12 campground permits can be purchased per booking. No more than 3 lodge rooms can be purchased per booking. 

Pricing for campground and lodge permits and any other offerings by the Tribe are listed on the Tribe’s official tourism booking systems and are subject to change at any time. All permits must be paid in full at the time of booking. It is the purchaser’s responsibility to carefully review order details prior to making a purchase. Bookings cannot be changed or altered after payment. After a purchase has been finalized and paid for, no further changes can be made.

Permits are non-transferrable and non-resellable. Notwithstanding the forgoing, individuals included on the same booking may reimburse the original purchaser for up to the face value cost of the permit without violating this prohibition.

Cancellation & Refund Policy

Cancellations must be initiated and completed through your online tourist account at least 90 days before the first day of your permit start date to receive a 50% refund of the permit fee (excludes early access fee). If you have more than one permit needing to be cancelled, each must be done individually in order to receive the 50% refund. Any refund will be returned to the credit card on file that was used to make the original purchase. Refunds may take several weeks to fully process.

Cancellations made within 90 days of the first day of your permit start date are not eligible for any type of refund. In those situations, the purchase price is non-refundable. NO EXCEPTIONS WILL BE MADE OR ALLOWED.

Other than for bookings cancelled within the allowable time frame and method announced in this policy, no refunds of any kind will be given for any other reasons, including but not limited to adverse weather, natural disaster, health emergency, travel disruptions, personal issues, and/or disease epidemic/pandemic.  NO EXCEPTIONS WILL BE MADE OR ALLOWED.

We kindly ask that you cancel your booking online through your tourist account regardless of date and whether you qualify for a refund so that the Tribe may have notice and accurate accounting of who is present on tribal lands.

Check-In Required

The original purchaser of a booking (commonly referred to as a “trip leader”) must check-in each booking at the Grand Canyon Caverns & Inn prior to entering the Havasupai Reservation. This applies to both campground permits and lodge permits. Check-in may be made the day of the permit start date or one day prior to the permit start date. The original purchaser/trip leader must show a valid photo ID. The name on the booking and the ID must match.

The original purchaser/trip leader must complete necessary forms and documents at check-in, including but not limited to providing the names of every individual who will be using each of the permits under the booking. Those individuals are not required to be present at check-in. The original purchaser/trip leader is permitted to check-in every permit purchased on the booking.  

The original purchaser/trip leader will be given a wristband for each permit booked. No one is permitted to enter the Havasupai Reservation without a wristband. Every visitor must wear the wristband at all times while on the Havasupai Reservation. It is the responsibility of the original purchaser/trip leader to ensure that everyone listed on the booking has and wears a wristband before entering the Havasupai Reservation.

Permit tags for packs and tents will also be issued at check-in and must be attached to packs and tents. Every vehicle that will be parked at or near Hilltop needs to be registered at check-in in order to receive a parking permit. The parking permit must be displayed on each vehicle parked at or near Hilltop.

Failure to check-in on the required dates may result in cancellation of the permits without any refunds given.

Potential Alternative Trip Leader (PATL)

Generally, only the original purchaser (commonly referred to as a “trip leader”) of a permit is allowed to check in for the permit(s) that is/are included under that booking. However, at the time of online booking, the original purchaser may name up to two (2) Potential Alternative Trip Leader (PATL). A PATL cannot be named or added after a booking is completed. A PATL has the authority to check-in and bind the others included in the booking in the event that the original purchaser/trip leader is unavailable to check-in the booking. The original purchaser is not required to be present at check-in so long as one of the individuals listed as PATL at the time of booking checks in and presents proper identification.

Campground

Camping permits do not have a designated or assigned camping site. Campground sites are on a first-come first-serve basis. Visitors may camp in any spot within the campground area. Camping is not permitted anywhere other than in the actual campground. For example, camping is prohibited within Supai Village, on trails, Hualapai Hilltop, and within 150 feet of waterfalls.

Campfires are not allowed. Do not affix or construct anything permanent to or on the landscape.

Composting toilets are located throughout the campground.

Drinking water is available from a freshwater spring in the campground. All other water should be treated/filtered before using.

Campground quiet hours are from 8:00 p.m. to 5:00 a.m.

Lodge

Visitors with a lodge booking must still follow the Check-In process at the Grand Canyon Caverns and Inn that is detailed above. Once the visitor(s) with a lodge booking enters Supai Village, the visitor(s) must proceed to the lodge and complete a second check-in. Check-in at the lodge begins at 2:00 p.m. (AZ time). The original purchaser/trip leader must be present and show a valid photo ID to check-in. The name on the booking and ID must match. A listed PATL may also complete the lodge check-in. Additional forms may need to be completed during the  lodge check-in process in Supai Village.

Housekeeping/room service during a booking stay is not available. Do not destroy or damage the lodge rooms or any property within the rooms. Do not remove any lodge room property from the room. Do not wash shoes or belongings with sand/dirt in the lodge room sink or shower. Visitors will be responsible for the costs to fix or correct any damage or replace any property.

Lodge rooms do not include a TV. Hot water and the usual and customary “hotel-type” amenities may not be available.

Lodge room keys are not electronic. Visitors will receive an actual key. Visitors are responsible to safekeep the assigned key. Visitors must turn in the key at check-out. Any lost, stolen, or kept key will result in charges to the visitor.

Lodge quiet hours are from 8:00 p.m. to 8:00 a.m.

Native American/American Indian Permit Reimbursement

Generally, Native Americans/American Indians with tribal enrollment cards (including a certificate of Indian Blood “CIB”) can visit the campground for free. The individual must make a booking, pay for the permits, and upon check-in present their enrollment/CIB documentation for a reimbursement to be processed. Each eligible Native American seeking the permit reimbursement must show their own enrollment card/CIB in order to be reimbursed. Reimbursements will be processed to the original credit card used to purchase the permits. Reimbursement may take up to several weeks.

This reimbursement benefit only applies to campground permits. Lodge permits and pack mule bookings are not eligible for reimbursement.

Privacy

The Tribe maintains the privacy of its tribal members and tribal matters to the greatest extent possible. It is of utmost importance. Visitors must remain on the main trails only. Residential areas and non-visitor trails are strictly off limits and prohibited to visitors. Visitors are prohibited from taking photos, videos, or any recordings of tribal members, community members, animals, homes, buildings, burial grounds, and sacred sites and objects. 

There is no expectation or right to privacy on the Havasupai Reservation for visitors. Audio and video recording and surveillance may be implement by the Tribe or its agents. Visitors, whether their person or property, are subject to search and seizure.

Visitors are solely responsible to safeguard and protect their own personal property and valuables. The Tribe is not responsible for any lost, stolen, or damaged personal property while on the Havasupai Reservation.

Water

Water is sacred to the Tribe. Do not put anything in the water that may pollute it in anyway. You must use biodegradable soap.

No Alcohol, Drugs, Weapons, or Fireworks

The Havasupai Reservation is a “dry” Reservation. This means that no drugs or alcohol of any kind is allowed. Possession, use, distribution, consumption, or sale of any kind of drugs or alcohol is strictly prohibited.

Weapons and fireworks are not allowed.

Other Prohibitions and Rules

Drones or any other means of aerial photography, video, or any other media is prohibited.

Registered sex offenders are not permitted to visit the Havasupai Reservation.

Do not feed any animals or wildlife, regardless of domestication status. Visitors are prohibited from bringing any animals on the Havasupai Reservation.

Photography, filming, documenting, or recording using any means for commercial purposes is prohibited.

Horses and mules have the right-of-way at all times in all areas, which means visitors must yield to all horses and riders. Do not take photos or videos of the horses and mules. Do not frighten the horses and mules with sudden movements or try to touch them.

Diving, jumping, climbing, and any related actions from the walls and waterfalls are not allowed.

Public nudity is not allowed.

Children/minors must be accompanied by an adult at all times.

Amplified music is not allowed.

Visitors shall not deface, destroy, or harm any natural or man-made features on the Havasupai Reservation, including but not limited to spray painting rocks, placing stickers on signs, and carving into rocks and wood.

No fishing or hunting is allowed on the Havasupai Reservation.

Visitors are not permitted to bring, operate, or use wagons, bikes, or vehicles on the trails or water or in Supai Village or the campgrounds. Wheelbarrows provided in the campground are approved.

No water equipment is allowed, including but not limited to boats, rafts, paddle boards, floats and inner tubes, water guns, and other pool toys.

Small gas canisters and backpacking cooking stoves are permitted, but all other types of flame/fire are not permitted.

Visitors are prohibited from entering areas that are marked closed or off limits. Visitors must remain on the main trails only and cannot veer off or travel on non-visitor or non-main trails.

Lack of Access to Modern Amenities

No public health services or facilities exist on the Havasupai Reservation, including for emergency or catastrophic events. Everyone entering the Reservation is solely responsible for their own health, safety, and welfare. If the Tribe is required to provide any medical care or services, the visitor is fully responsible for those costs.

In case of an emergency and helicopter or vehicle transportation is necessary, the financial cost of evacuation or transportation to Supai Village or elsewhere is solely the responsibility of the visitor.

Cellular reception and WiFi access is unreliable and may be non-existent. Public phones and computers are not available.

No Property or Waste Left Behind

The Havasupai Reservation is a “Pack It In – Pack It Out” location. Each visitor is responsible to ensure that anything brought onto Havasupai lands is also taken off of Havasupai lands, and that nothing is left behind. Do not leave any property or belongings regardless of whether it is waste or garbage or may even have use by another visitor (this includes fuel canisters – take it with you do not leave it behind). Visitors are required to removed everything they brought on the Reservation. Leave No Trace.

Pack Animals & Saddle Horses

Pack animal arrangements must be made and paid for prior to or at time of booking. All packs or bags that will be carried by pack animals to the campground or lodge must be no larger than a standard military size duffle bag (36 in. L x 21 in. W). Four (4) bags maximum are allowed on each pack animal and the total combined weight shall not be greater than 130 lbs. Coolers shall not exceed 48 quarts and must be equal to or less than 24 in. L, 19 in. W, and 16 in. H.

Saddle horses may be arranged on a case by case basis and subject to availability. A person riding a saddle horse is limited to a small carry-on bag. Any other bag must be placed (and purchased) on a pack animal. The maximum amount of weight on a saddle horse shall be 250 lbs., which includes both the weight of the rider and the small carry-on bag.

The Tribe is not liable for any damage, loss, injury, or death to a person or property for use of pack animals and saddle horses.

Helicopter

The Helicopter is privately owned and operated by an external third-party helicopter company. Helicopter services are not guaranteed and are subject to change or be unavailable at any time for any reason. Pricing may change at any time for any reason. Payment must be made onsite prior to boarding.

The Tribe is not liable for any damage, loss, injury, or death to a person or property in regards to anything related to the helicopter.

Parking

Parking is located at Hualapai Hilltop. Visitors must park in visitor parking areas only. Tribal member parking spots/areas are off limits to visitors, including the parking area closest to the helipad. Visitors may park next to the road leading to the parking lots so long as vehicles do not block or obstruct the road. Visitors should be prepared to park ½ mile to 1 mile away from the trailhead. Parking is very tight for RVs. There is currently no public transportation options to/from the trailhead.

Every vehicle that will be parked at or near Hilltop needs to be registered at check-in in order to receive a parking permit. The parking permit must be displayed on each vehicle parked at or near Hilltop. Car camping or other camping at Hilltop is not permitted.  

Catch-All

All Havasupai terms, conditions, rules, laws, regulations, and official orders are subject to change at any time for any reason without notice. These Terms and Conditions are not all inclusive. The Havasupai Tribe remains the sole decision-making whether a visitor is permitted to enter and remain on the Havasupai Reservation and other tribal lands and properties.
